A software firm in Bengaluru sells a SaaS subscription to a customer in Mumbai. They need the right SAC for the invoice and the right GST rate.

Lookup

  1. Filter type. SAC (services).
  2. Search. "software" returns multiple SAC codes.
  3. Match. SAC 998313, "Information technology (IT) consulting and support services".
  4. Rate. 18% GST.
  5. Supply type. Karnataka to Maharashtra, so inter-state. IGST 18%, not CGST + SGST.
  6. On the invoice. SAC 998313, taxable value, IGST 18%, total. The SAC and rate together justify the tax position to a GST officer.

HSN vs SAC, in one line

HSN (Harmonised System of Nomenclature) classifies goods. SAC (Service Accounting Code) classifies services. Both are used on GST invoices to identify the supply and the applicable GST rate.

When do you need each?

  • HSN is mandatory at 4, 6 or 8 digits depending on aggregate turnover. Up to ₹5 Cr requires 4 digits; above ₹5 Cr requires 6 digits.
  • SAC is mandatory at 6 digits for all services on a tax invoice.
  • Both are required on the e-invoice JSON (mandatory for taxpayers with turnover over ₹5 Cr).

Common rate misclassifications

  • Software services are SAC 9983 / 998313 at 18%. Not 9966.
  • Restaurants are SAC 9963 at 5% (without ITC) or 18% (in starred hotels).
  • Renewable energy devices are HSN 8541 at 12%, not 5% (changed in 2023).
  • Edible oils are HSN 1507-1518 at 5%, not 12%.

Common questions.

How many digits of HSN do I need on my invoice?

Depends on your aggregate turnover in the preceding financial year. Up to ₹5 Cr: 4 digits. Above ₹5 Cr: 6 digits. For exports and supply to SEZ, 8 digits. E-invoices require the same digit count as the regular invoice rule.

What if my product fits under two HSN codes?

GST classification rules (the General Rules of Interpretation of the Customs Tariff) apply. Broadly: the more specific description prevails over the general; goods are classified by their essential character. When in doubt, get a CBIC AAR (Advance Ruling) for binding clarity.

Can I apply 0% to an "exempt" supply?

Exempt is different from zero-rated. Zero-rated supplies (exports, SEZ) appear with 0% output GST but allow input tax credit. Exempt supplies (e.g. fresh fruit, healthcare) appear with 0% but ITC on inputs is blocked. The calculator shows the output rate; ITC depends on the supply type.

Is the GST rate the same in CGST + SGST and IGST?

Yes, the total rate is the same. Intra-state: 18% = 9% CGST + 9% SGST. Inter-state: 18% IGST. The split affects accounting and ITC routing but not the customer's price.

Where can I find HSN for an obscure product?

CBIC HSN search at cbic-gst.gov.in. The DGFT ITC(HS) classification at dgft.gov.in is also useful for the 8-digit tariff. If still unsure, a GST consultant or an AAR are the next steps, since misclassification can attract penalties.

What is the SAC for software / IT services?

998313 for IT consulting and support. 998314 for IT design and development. Both are at 18% GST. SaaS subscriptions fall under 998314 in most cases. Software licensing (perpetual) may instead be HSN 8523 at 18% (goods classification).

What is the HSN for a smartphone or mobile phone?

HSN 8517 (broad: telecom apparatus). For invoice purposes, 8517.12 specifically for smartphones / cellular network mobile phones. GST rate is 18%.

Do I need HSN/SAC on a B2C invoice?

Yes if your turnover is above ₹5 Cr (6-digit). For taxpayers below ₹5 Cr, HSN is optional on B2C invoices but recommended for consistency. B2B invoices always require HSN at the applicable digit-count.

How often does the rate for an HSN change?

The GST Council meets quarterly and routinely tweaks rates for specific HSNs. The CBIC issues a rate notification after each meeting. The full HSN rate list on cbic-gst.gov.in is the source of truth. This calculator is updated periodically but always cross-check before invoicing.

What is the difference between HSN and ITC(HS)?

HSN is the 6-digit international code (WCO standard). ITC(HS) is India's 8-digit extension for import/export, used by Customs. Domestic GST invoices use HSN (6 digits typically). Import bills of entry and export shipping bills use ITC(HS).
