Definition
Lok Adalat (literally, People's Court) is a unique forum for alternative dispute resolution (ADR) in India, established under the Legal Services Authorities Act, 1987, administered by the National Legal Services Authority (NALSA) at the central level and State Legal Services Authorities (SLSAs) at the state level. Lok Adalats are organized periodically at the national, state, district, and taluka levels to resolve disputes that are either pending before courts or at the pre-litigation stage by mutual agreement between the parties. Unlike formal courts, Lok Adalats are informal, free of cost (no court fees), speedy (often resolving cases on the same day), and their awards are final and binding (equivalent to a civil court decree) with no appeal permitted in any court. If parties do not reach a settlement, the matter is returned to the court without prejudice.
Lok Adalats can handle a wide range of disputes including motor accident claim cases, matrimonial disputes (excluding divorce), labour disputes, disputes relating to public utility services (electricity, water supply, telephone, insurance), land acquisition matters, compoundable criminal offences, and any pre-litigation disputes. The National Lok Adalat, organized on specific dates across India simultaneously, handles massive volumes of cases, a single National Lok Adalat has resolved over a crore cases in a day. The Permanent Lok Adalat for Public Utility Services provides a permanent institutional mechanism for disputes against utility service providers, with the additional feature that if parties fail to reach an agreement, the Permanent Lok Adalat can pass an award based on its own assessment of the merits.
