Government e-Marketplace (GeM)

India's online procurement platform for government buyers to purchase goods and services from registered sellers.

Definition

Government e-Marketplace (GeM) is an online platform launched by the Ministry of Commerce and Industry in August 2016, designed to facilitate transparent and efficient procurement of goods and services by central government ministries, departments, public sector undertakings (PSUs), and state government entities. GeM operates as a digital marketplace where government buyers can place orders directly from sellers without the need for traditional tendering processes for purchases below certain value thresholds. All central government procurement must be done through GeM for goods available on the platform under the General Financial Rules (GFR), 2017. GeM has rapidly grown to become one of the world's largest government procurement platforms, with cumulative orders exceeding Rs 4 lakh crore since inception.

For businesses, GeM registration opens access to a large and reliable customer base, the Indian government procurement market. The platform supports multiple procurement modes: direct purchase (for orders up to Rs 25,000), L1 purchases (for orders between Rs 25,000 and Rs 5 lakh from the lowest-priced available product), and bidding/reverse auction (for larger orders). Sellers must register on GeM, provide GST registration, PAN, bank account details, and Udyam registration (for MSMEs). GeM provides preferential treatment to MSMEs and startups: MSME sellers get purchase preference in bids below Rs 200 crore, and startups can sell products and services through a dedicated startup portal, bypassing the traditional experience and turnover eligibility criteria that would otherwise exclude early-stage companies.

GeM has several features that distinguish it from traditional procurement: dynamic pricing that adjusts based on market rates, seller ratings and quality assessment, price comparison tools, integrated payment through PFMS (Public Financial Management System) ensuring timely payment to sellers, and a comprehensive dispute resolution mechanism. The platform also enables government buyers to mandate specific quality standards, brand preferences, and country of origin requirements (Make in India preference). Despite its significant benefits, GeM compliance requires sellers to maintain updated product listings, ensure GST invoicing is correctly integrated, respond to bid requests within specified timelines, and manage after-sales service through the GeM portal. Failure to meet delivery commitments on GeM orders can result in performance security forfeiture and temporary debarment from the platform.
